[303rd-Talk] Bomb Fusing/Masters of the Air book

I'm reading Masters of the Air and the author claims when bombing up at the 100th, the armorers put fuses in the bombs while still on the ground!!!!  I've always heard the bombardier fused the bombs over the water before crossing into the Continent.
   
  Can anyone help me understand this?  And has anyone else read Masters of the Air?  If so, what do you think?
