[303rd-Talk] Enlisted Men and the Queen Mary

Sgt Bonin, the 427th mess seargeant in the previous photos, was a SGT 
in May of 1942 at Boise.  He was still a SGT 3 years later when he 
came home.  I have a scan of his transportation home paper here:

Two questions:
1.    Was it normal to go 3 years without a promotion for enlisted 
men without combat time, such as Sgt Bonin?

2.  What was the purpose of this document?  It seems like it was 
issued after his return home.  It is interesting that he sailed to 
England on the Queen Mary on 5 Sep 1942 and home on 5 Sep 1945 -- 3 
years later to the day.
