Dr. Carl Fyler would be the best bet for POW info.  I know he has 
done a lot of research.  I've never had any email contact with him 
and don't think he is online at all.  Also, I'm not sure how his 
health is right now.  I haven't seen him for at least a couple of 
years.  The address Hal gave above is correct.
