Mrs. Newell,
The only easy way I could think of to do that would be to place a small
pulley at the top of the pole so the flag can be tied (or preferably
clipped) to a string or rope allowing you to lower or raise it. It
shouldn't be hard to do if you have someone around that is handy enough to
do it. Your message creates a question in my mind as to what you are doing
with the old flag. your local American legion or boy scout troop would
probably take it off of your hands to dispose of it correctly. the AL
usually has a flag burning ceremony on flag day every year where they
dispose of old and tattered us flags
